EAS is developing an updated Environmental Condition of Property (ECOP) Handbook for the Army National Guard (ARNG) and providing quality assurance/quality control of the updated National Environmental Policy Act (NEPA) Handbook that USACE will be developing in-house. The ECOP Handbook is being updated to ensure compliance with applicable Federal, state, and local environmental statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules.
