NAVFAC-MIDLANT, EAS-E&E JV – Section 106 Programmatic Agreement Support

EAS is working with Commander, Navy Region Mid-Atlantic (CNRMA) in developing a template Section 106 Programmatic Agreement (PA) that will be applied to all CNRMA Installations. Section 106 of the National Historic Preservation Act (NHPA) requires Federal Agencies to take into account the effects of their undertakings on historic properties.

To complete the development of a Cultural Resources Managers (CRM) Section 106 Guidebook, EAS is collecting current information and evaluating current best management practices needed for creating the guidebook. The development of the guidebook will focus on a user-friendly, quick access format geared toward an audience not familiar with Section 106. EAS is also developing an easy to use checklist for CRM to use when determining whether they have met Section 106 stipulations for the PA for an undertaking.
